Business Eligibility & SAM Registration

GSA requires specific baseline eligibility before accepting any MAS offer. These are the binary go/no-go criteria from the MAS Roadmap and Pathways to Success.

Is your business registered (or in the process of registering) in SAM.gov?

An active SAM.gov registration with a Unique Entity Identifier (UEI) is required before you can submit an eOffer. Registration can take 3–10 business days.

How long has your company been in business?

GSA generally requires 2+ years of commercial operation. The Startup Springboard program may apply if you have less than 2 years of experience in the specific service/product area offered.

Has your company been debarred, suspended, or excluded from federal contracting?

GSA checks the SAM.gov exclusions list before award. Any active exclusion disqualifies an offer.

Do you have at least one designated Authorized Negotiator (AN) who is an employee of the company?

At least one AN must be a direct employee — not a consultant or third party. This person must also complete the Readiness Assessment.
